Cruella emerges from prison rehabilitated and ""conditioned"" by Dr. Pavlov to be an animal lover par excellence. She adopts the name Ella and no longer seeks to wear her furry friends. That is until she hears Big Ben chime and — doggone it — she reverts to the puppy-stealing Cruella. Energized, Cruella quickly enlists furrier Jean-Pierre Le Pelt to help her realize her dream creation - a hooded-fur coat made with 102 Dalmatian puppy pelts. To throw the police and her probation officer off the scent, Cruella picks the owner of a dog shelter to blame for the puppy nappings. With the help of a talking parrot, who thinks he's a rottweiler, a rescue mission is mounted and the adventure begins.
