Vegeta's strength is maxed out, Goku's Super Saiyan 3 transformation had come undone, and the battle between the two Boos has (pure) Boo gaining the upper hand. Vegeta then orders Kaioshin to call on the Dragon Balls of Planet Namek and summon Polunga. He instructs him to have the Earth be restored, and the people of Earth be wished back to life. Apparently, Vegeta has some sort of strategy up his sleeve...
